could me understand why happens google analytics code?

this error gives me load tracking code:

https://www.google-analytics.com/analytics.js failed load resource: net::err_connection_refused

is there solution this? trying fix morning.

my situation:

if error occurs, tracking code not work. if events monitored , callback functions specified in hitcallback property never executed. when causes deficiency in functionality of website , in tracking statistics.

types of events have failed me: behavioral events, events advanced electronic commerce (step forward cart).

my attempts:

i have disabled antivirus, antivirus firewall, windows firewall , defend unsuccessfully thinking be. installed extention debug google analytics. googled hours. tried loading code directly in browser , on pc can it. https://www.google-analytics.com/analytics.js making wget server console. problem isp?

confirmed isp. although have not solved in case because technician went on vacation.

if come have problem, occurs me solution, edit code tracking analitycs call url eg "mydomain.com/analytics.js" processor modrewrite, , direct request php file download actual file js www.google-analytics.com/analytics.js , return in response. proxy php. it's idea have not tested. thank all, , may close question if want.

it can using vpn(virtual private network) analytics blocks. try loading https://www.google-analytics.com/analytics.js if not work, try disabling vpn , try again
